not when its on unearned, untaxed asset value inflation

Not sure why the State shouldn't get a slice of that pie given it's taxpayer funded amenities that help drive up / preserve property values (and that's before you go down the route of arguing that the taxpayer subsidises propety values through various Govt policy decisions).
