I don't think that's controversial at all. Broadly speaking, it's fair enough

And of course, there were tons of officers who, largely unbeknown to them, then had their witness statements falsified afterwards.

Not every policeman that day was guilty of negligence. Many did everything they could. The negligence, lies and cover-up came from on high.
