Don't see why nationality of owners is the issue

Question for me is whether some clubs are being financed from non-footballing revenues (ie ticket sales, tv rights, legitimate sponsorship).

Of course, the problem comes in defining 'legitimate' - will always be difficult to prove that what are and aren't just donations being dressed up as sponsorship. Hence why FFP is probably doomed to failure.
