FA (like any organising body) have the right to enforce the rules as they see fit

Presumably they were convinced that it was a completely innocent mistake, which Sunderland reported off their own bat as soon as they realised it. In which case FA will be perfectly in their rights to say a fine was appropriate punishment, and if Sunderland stay up on GD, that's fine.
