yes it is different

if you trip up a player running through on goal you are denying them a goalscoring opportunity i.e. they might score without your offence.

If you handle a ball that has already left their boot and isn't going in you aren't denying them a goalscoring opportunity - they've already done that by hitting an inaccurate shot.
