simple - if he's not sure it's going in he should just give a yellow

he saw a handball - yellow
he didn't see that it was going in - don't give what you don't see

If he's giving stuff based on what he thinks the reaction in the crowd would be he has no place being a ref.

Incidentally, he didn't appear to see anything at all because he clearly initially points for a goal kick!
