I think it's to do with where you set your comparators

The teams at the top are far stronger this year - the teams at the bottom have taken a fair share of kickings, but the fact that there are so many teams in danger the last couple of years has left the impression that some of the teams down there are flat out bad. It might be true, but I think it's been exacerbated by the 3 mini-leagues within the premiership.

You are right of course, it does not makes sense, it's just perception.
