Here's a question that ought to be asked...

How come it's a "Football Spectators Bill", and doesn't cover other sports? What is the difference between a football spectator and Wupert the Wugger watcher?

Time for football fans to act in a mature manner (singing songs about opponents/other fans etc etc) so they can be trusted to act in a mature manner?
