I'm not sure there have ever really been any 'true' socialists in your dictionary definition sense of the word. I can perhaps think of some small scale examples of colelctivisation during the Spanish Civil War etc, but nothing on a national (or enduring) scale. It's simply not human nature.
So you'll find most 'socialists' simply make do with achieving what they can against the wider backdrop of the general principles underpinning socialism as a concept.
