Your Q about whether a team can opt out of the Europa League.

A friend of mine is a Birmingham ST holder. He told me that when they qualified for Europe few years ago they were so strapped for cash, they couldn't transfer the two million quid (or whatever it was) entrance fee thing to
UEFA.

It looked like they weren't going to be able to enter the tournament and then, apparently, on the last day to make payment some Chinese 'representatives' went around some of the casinos in Birmingham (most of which are Chinese run / controlled by a certain 'group') taking cash from each before making a payment to UEFA with just hours to pay.
