From time to time star players toddle off to France to get paid more over there, but guess what? The world doesn't end and the English clubs don't implode. English clubs can still be competitive in the Heineken Cup, too. Who'd have thunk it.
No reason whatsoever for there not to be a salary cap in English football except for the fact that you have too many vested interests at the very top (ie Premier League) where the big English clubs want to be able to compete against the big European clubs, and the rest of the Premier League want to be able to bribe top European players to come here in order to try to keep the clubs' noses in the trough.
