Back when I was learning to cook, a Quenelle was a sort of fish ball

You did it with fish that wasn't particularly good on its own - sort of minced it up and added herbs and (I think, it was a long time ago) egg and breadcrumbs

How did it come to mean "reverse Nazi salute"??
