The only thing I can think (and i'm on the verge of being an apologist here)

is that they never were meant to play together, and circumstance has brought them together.

Toivonen - in the hole player. Failed to sign.
Quagliarella - in the hole player. Failed to sign.
Elmander - tried as an in the hole player - failed generally.
Hoolahan - in the hole player - his usual enigmatic self - failed.
Howson - just started to look like that in the hole player before Tettey's injury - failed.

We're now desperate for goals, and Hootun appears to be weak in the face of public calls for two up top - so plays him.

Very hard to break it now as he knows the NFNs will see it as defensive going from a 2 to a 1 (with no proper in the hole player available), so has to stick with it.

Just a theory anyway...lots of conjecture.
