Must be against the rules though

otherwise there would never be such a thing as an illegal approach. If he the agent is holding negotiations on behalf of Wes over a contract with Villa without us having agreed a fee then surely that is against the rules?

I'm sure it goes on all the time in practice but rules is rules.
