Would be easier to suggest more than one yellow into a game

so if one player dives, they get booked, if they dive again, they get booked again. Then if a player does a shocking tackle, they can be red carded

But if a ref daren't send a player off, even though a yellow card offence has been committed, then it's time to change the rules on 2 yellows = a red. Just introduce more yellows
