I suspect they didn't actually have a plan for his survival worked out until they'd seen all the bollix theories on the internets and went with a basic one (ie some sort of Garden Force Nick Knowles style 50 amazingly competent helpers all available at and arranged in 1 minutes notice) with loads of knowing references to all the crackpot theories chucked in.

I read one linked on here a few weeks ago which wasn't massively different but was way more plausible and effective in terms of motivation and manipulation of his rooftop confrontation with Moriaty, in which Sherlock essentially had to play dumb to the extent that he would make Moriaty kill himself, as without him dead there was no way he could survive the snipers.
Hence the need for the fall. But they fugged that up by having his brothers goons just ask the snipers to stop.
Couldn't they have done that anyway, without all the falling and deceiving Holmes for 2 years.
