We do know what McNally has said that Houghton's targets are.

Whether what he said in the public web Q&A tallies with what he's said to Hughton in private is another matter, but he claimed that that targets are: 1) staying in the league, 2) "continuous improvement".

Now, I wouldnt accept that second target, in my own annual appraisal, because it's so ambiguous. It doesn't say by what scale improvement will be measured, so you could fit anything under that.
