why didn't we get a penalty?

When their defender smacked the cross out of play for a corner using the illegal handball action, I couldn't work out why we didn't get a penno. Was it cos Oliver was unsighted, albeit he saw enough to give a corner? Was it cos we all imagined it? Did Oliver think Holt still played for us? Anyone hth?
