If you really want to know all the best young players...

Go into Editor, click on the Green arrow and search for players with a "Potential Ability" of "at most" "-8".

That will find you all the top young talent.

Also, if you put "at most" "-9" you'll get about 10-15 players who will turn into world-class players with games and good training.
