Ignoring the fact that everything about it is dodgy...

I've never seen any company ever ask for the SecureCode/Verified by Visa - they don't need to know it as it's always direct between your provider and you - that's the point of it.

If you're unsure, login to PayPal and see if they're asking you to do anything there. Never enter any of those details in an email or an attachment / link in an email. Always to to the URL you know.
