Yellow cards are so common - and often given on a fairly arbitrary basis. The effect of going down to ten men for ten minutes far outweighs the crime in many cases.
Also, the team with a man in the sin bin would most likely try to set up ultra-defensively. As such there would be a good chance of them getting more cards in that time, and would end up with 9 men.
