That's the downside of a 'poor' area - the low tend to be be very low. Similar at places around the country like Portsmouth/Southampton, West Ham, Liverpool clubs etc. All have big pockets of the area really really badly hit by lack of development, Thatcher years etc. tends to manifest itself in small pockets at football games.
