PMing Tricky on football bottlers

There was a chapter of Why England Lose (a very entertaining read btw) on how poverty is a curse in sport iirc. I can't remember their final conclusions though.

Mexico are big bottlers for sure, but surely some of the Asian nations would be the world's biggest bottlejobs? China perhaps? Poor, but over a billion inhabitants and have only made 1 WC and were s**t? They've only been entering for about 30 years though, maybe they simply aren't into football enough. Same goes for India.
