Fair point. Maybe it's to bring a sense of atmosphere. Maybe it's for the journo to prove to his editor that he actually went along to the hearing and didn't spend the morning in the Cat & Fiddle. Or maybe it's another part of the relentless dumbing down of news reporting (like when no story on the news about house prices can take place without shots of estate agents' sakes boards, in case we wouldn't understand the story otherwise)
