At the end of the day, these awareness schemes, are just a cop out from the government

to fully support families and injured members of the services

So the government take the cheaper option in promoting these kinds of things to get away from their disgusting cuts in compensation

They win with it, because they pray on the public to achieve what they can't be arsed to
