Yes, that's how it seemed. The bit I've banged on about since I heard some economist

saying it was in relation to all our troubles being down to the borrowing of the last government. He said, as they did, that the problem was when the Welfare genie was let out of the bag, along with the NHS, and successive political leaders have not had the balls to tell people that we can't afford it.
