I was specifically watching the ref when the throw was taken

and he didn't blow his whistle, but he clearly indicated the throw should be taken. He did that motion with his arm, like a traffic cop moving traffic along. The same motion he hade made to Marshall several times indicating he should hurry up and take a goal kick.

He used a finer point of the rules to excuse himself from a finer point of the rules.

All being said, I wouldn't want to have won by that goal. It could have been quite decisive within the squad.
