a few years ago they had a playoff draw that was not seeded (I remember Ireland whinging for the next tournament when they brought seeding in), and yet spookily none of the teams that would have been seeded ended up playing each other. Pretty long odds on that happening coincidentally.

There's too much marketing money at stake if countries like England and France miss out, and FIFA is all about the money - hence Qatar being awarded the World Cup.
