Geographically proximal Wrothers using the same ISP might very well appear to come from the same IP. Used to happen all the time when this site displayed IP addresses.

Less likely these days now that everyone's on always-on broadband, but still perfectly possible. ISP RADIUS systems will not automatically assign static IPs and all you need to do is unplug your router, have a provider outage or a power cut and your router will renew its lease.
