meaning you could apply for all games for a certain team. You could provisionally get one of these for all teams in the qualifying rounds, so you got it if they went through. The vast majority of tickets were sold before anyone had qualified other than Germany, only a few have been reserved for national associations and they will all sell out very quickly.
