Imagine a player has three clubs interested in him, in 3 different countries...

And he plans to go to each of them. He's going to go through all the motions at each place before a transfer is agreed - terms might be discussed and even finalised in principal with each club, but there's no transfer until everything is signed off per the player's wishes. Clearly in that sort of scenario it wouldn't make sense to bring the player over for a chat without doing the medical aspect at the same time.
