A Premier League rule mandating a minimum number of youth players would help

Make it so every club has to give at least a certain number of Premier League minutes to at least 3 players under 21 who have been in their youth academy for a minimum of 5 years.

It would stop clubs trading in youth players.
It would force clubs to invest in their academies with English players rather than buying in overseas children.
It would guarantee young English players get a chance to play in the Premier League rather than getting loaned out.
