It probably means no returns if working

If what you receive doesn't work, then they're in breach of what they put on the listing

This is another minefield for sellers. Say you receive it and it's working, but you still want to return it. The seller could go "no returns", then you could just throw it on the floor until it doesn't work, and then go to ebay and say it was received broken
