Pants - ebuyers / PayPal question

Son sold something on eBay to a buyer in USA - PayPal said money goes in a holding account pending shipment tracker
Now the guy has to pay customs so put money in sons PayPal account to cover this but wants son to pay western union on a different card as they don't accept PayPal - all sounds a bit dodgy to me but I'm not at home this week and I haven't seen any of the emails
Thoughts please!
