It slows down traffic. And it is really annoying...

If some idiot is sitting doing 70 in the middle lane... then someone doing 80 has to use the fast lane to overtake them... thus slowing down the guy doing 90 in the right lane.

If 20 people are sitting in a row doing 70 in the middle lane... the guy doing 80 overtakes the queue holding everyone else up who wants to drive faster.
