It slows down traffic

as it means that all those behind who intend to overtake only have one lane to use to get past, so any coming up behind in the middle lane who could otherwise cruise past have to slow down and wait to use the outside lane.

It's only really a problem in practice when the middlelanekunt is dawdling along at 50.
