yup. And even if no contact, sometimes it's still not clear

ie - if you see a challenge coming lunging in, sometimes the safest thing to do is dive over it to avoid contact (and injury) - may still be a pen.

But in obviousl cases, where players are looking for it and dive, and it's clear on the video evidence - ban them.
