If you forensically examine the incident there's no doubt kamara pulls giroud's shirt but by the same token giroud unquestionably is doing the same. As you say it was one of perhaps a dozen similar incidents, about normal for most games.

To award a penalty it should be clear cut and a deliberate act intended to impede an opponent. I would argue the fact that kamara was knocked off balance in the process of the challenge was as much giroud's fault as kamara's and meant he was grappling for balance rather than deliberately tugging giroud down
