How much is taken from state funds by "benefit scroungers" at the bottom end of the social scale (no matter what the BBC want to call it now) and how much is taken by wealthy fraud?

Yet at whom do the tabloid most point the finger?

And, while I'm at it, has anyone yet devised the perfect social system with no exploitation?
