Of course not

To be a murderer, someone must have been murdered.

If someone is a paedophile, they may not have actually harmed a child but they may not see any problem with sex with children.

If someone is a fascist they may not have actually committed an atrocity but they will have extreme views that might condone such acts. This is what happened in Italy/Germany/Spain - most people did not commit crimes against humanity, but they accepted the actions of the extremists.
