This isn't 2004 where Worthington was given a pittance to buy "premier league quality" players. Hughton has also inherited a good squad of attacking players that were capable of finishing 12th playing attacking football. If he wants to rebuild an entire team in order to play his way when there's already a good team there then that's on him, not the board.
Also, we were willing to throw millions at Celtic for Hooper and we've also signed RVW. The board have tried and the money is ther, but sometimes things don't happen for whatever reasons.
