how to finance the new stand

so Wet Spam get a ?600m stadium for ?15m cash and ?2m a year.

Norwich need a new ?15m stand so presumably the government will pay for it and we will pay the same % as Wetspam, meaning our new stand will cost us ?375k and ?50k per annum
