I've done the whistle thing a few times, as well as trying to keep them on the line

I once managed to keep someone selling loft insulation on the phone for 35 minutes, but ultimately it was my own time that I wasted. I really think the only effective way is to not answer calls from international numbers (even then it's only partially effective). You can also bar numbers on some handsets. It's so annoying though, especially when you have to get up to check that it isn't a genuine call.
