Bad idea. He's a murderer FFS !! An experienced killer. He would be able to kill them.

Wouldn't even have to go looking for them. They'd be trapped in a room with him.

Terrible idea. Surely better off to either imprison a murderer to keep him away from potential murderees or release him a long way away into a wilderness where he wouldn't come across any potential murderees.
