I've not come across anything that's been formally organised for this area, but you do see the odd shirt or car sticker around.

I stumbled across a barber in Bath who claims to be a Norwich fan - but also a Man Utd fan, which I find rather suspicious. Probably has a 'half and half' scarf too...

More usefully, there's an independent bookshop in Bath (Mr B's Emporium) that's run by a chap who's a "lifelong Norwich fan", which would probably be a useful advertising outlet if you do go about setting something up.
