Fear

the school is scared or someone is scared that if a child gets injured or worse on the way to school that the school is to blame , its pure fear , i see it where i work we try to eliminate all possible risk instead of as low as practibliy possible ?700 million nationwide on taxies taking kids to school thats a lot of money not going towards educating kids , its nothing short of a scandal
