i think he was using the word s**t in the slang term sense, in the context that council pitches were not very good.

if you were to think about it, not only would actual pitches made of s**t be unsuitable for playing sport on, the council would leave itself open to compensation claims due to illness in humans often caused by close association with fecal matter.
