In terms of actual quality - where does the Premier League rank vs. others these days?

The top teams don't seem to be making as many inroads into the latter stages of European competition anymore. Teams like Arsenal (tonight), Chelsea (Athletic Madrid) getting torn apart... How much longer can it be classed as the best league in the world?
