I think CIAs seem to be c**tier, becuase of the dazzleyness of the Audi headlights.

Whatever it is that makes them so bright and twinkly, I don't know what it is. I think if you took that away, and judged purely on behaviour alone, CIAs would be about equivalent to CIBs.
