In short: not really.

Some areas are not so bad, but there are a number of no-go areas that are a lot more dodgy than the worst areas of Norwich, and Luton town centre itself is a bit of a hole. Most people who have reason to stay in the area and can afford to do so move to Flitwick, Ampthill, Harpenden or St Albans. You have to have a fair bit of money to afford to live in Harpenden, though - it has the most expensive postcode in the east of England! Ridiculous prices.

One of the things that really stood out to me when I lived in Norwich (I went to UEA when younger) was how much more chilled and less threatening it is than my home town, even in the city's worst areas. Since then I've always considered Norwich as being my adopted home town, as it were, and I would love to move back there. I would have moved back to Norwich before now if I hadn't felt tied to this area because of girlfriends not wanting to move, etc.
